Job description
Our organisation based in Zimbabwe seeks a Senior Program Officer to assist with implementation of its 12-month program in Zimbabwe. Reporting to the Country Director, the Senior Program Officer will be responsible for financial, logistical and programmatic aspects of the organisation's work and will be based in Harare.

Position summary
The Senior Programme Officer will support the Country Director in improving CSOs observation of the 2018 electoral process; The ideal candidate will have significant knowledge of the Zimbabwe electoral system, election observation and citizen participation; Understanding statistics would be an advantage.

Essential duties and responsibilities
Implement program activities; Support work with domestic election observation groups; Ensure programmatic goals are achieved and reporting requirements are adhered to; Draft program support documents and regular internal reports, as needed; Provide technical expertise and support partners on election observation; Maintain relationships with key partners in political parties and civil society; Maintain positive working relationships with the organisation's local partners; Assist partners to design and implement programs; Assist with day-to-day management and oversight of the national staff; Monitor and evaluate program results; Assist with submission of a monthly financial reconciliation to the Washington D.C. office; In conjunction with the Finance Officer, be responsible for the administration, including contracts and travel, of the electoral elements of the program.

Education and experience required
Bachelor's degree in international relations, political science, or a related field; graduate degree preferred in politics, communications, or related discipline; Minimum of five (5) years of experience in civil society development; Substantial experience organizing election programs and practical experience in supporting citizen election observation groups preferred; Substantial program management, and financial management experience.

Required skills and abilities
Excellent written and oral communication skills; Experience with conference/seminar organizing and facilitation; Excellent interpersonal skills to interact effectively with staff, donors and local partners; Capacity to work both independently and as a member of a team; High degree of organization and initiative; Knowledge of program evaluation techniques preferred.
